Short answer: Finland work permit verification starts with one fact: the "work permit" is a residence permit for work that the Finnish Immigration Service (Migri) decides. No agency can issue it or apply for you. We found no public lookup by passport number, so check your own Enter Finland account, every Migri email and the employer on ytj.fi.
On 23 October 2026, the Times of India reported that a visa consultant in Ahmedabad and 18 of his clients had lost ₹12.1 lakh. An agent promised them Finnish work permits for ₹7.5 lakh each, took ₹55,000 upfront, and emailed "migration letters", embassy appointment schedules and "Finnish residence visa" documents. Checks later showed the tickets and documents weren't genuine.
This guide covers how Finland really grants permission to work, which documents can be genuine, how to check the employer and your agent from India, what it costs, the warning signs, and a checklist to use before you pay anyone.
Can you check a Finnish work permit by passport number?
A Finnish work permit can't be looked up by passport number: we found no public tool that does this. Online applicants follow their own case in their own Enter Finland account. Only the employer, a counsel with power of attorney or someone you authorise in writing can also see it. Migri's Processing Time Checker shows estimates, not your case.
- What the permit is. For most Indian workers, Finland's work permit is a residence permit for an employed person, granted for a field of employment. You need confirmed employment before you apply, and since 1 January 2025 Migri handles the whole process (Migri). Residence permits are governed by the Aliens Act, 301/2004 (Finlex, English translation).
- Who can see your application. You, in your own Enter Finland account; the employer, in Enter Finland for Employers; a counsel with a signed power of attorney; and a person you authorise in writing (Embassy of Finland; Migri, authorisation).
- What an agency can do. The Embassy of Finland in New Delhi says a recruitment agency can help you contact a Finnish company but "cannot offer you a work permit", and the application "must be submitted personally" (Embassy fraud warning, 10 August 2026). A lawyer with a power of attorney can follow your application and answer Migri's requests, but can't submit it for you (Migri).
- What the Processing Time Checker shows. Estimates only, not individual cases (Migri, processing times).

How do Indians really get permission to work in Finland?
Indians get permission to work in Finland in five steps. A Finnish employer offers a job and you sign a contract, you apply yourself in Enter Finland, the employer adds the job terms, you prove your identity at VFS in New Delhi, and Migri decides. The residence permit card is then delivered to where you applied.
If you've searched "finland me job kaise milegi", the honest answer starts with a Finnish employer, not an agent.
| Step | Who | Where | What genuine looks like |
|---|---|---|---|
| 1. Job offer and signed contract | Finnish employer and you | — | A contract with a company you can find on ytj.fi (Embassy) |
| 2. Application | You | Enter Finland, or a paper form | Your own Enter Finland account showing the application (Migri) |
| 3. Employer adds the terms | Employer | Enter Finland for Employers | The terms of employment added to your application (Migri) |
| 4. Prove your identity | You | VFS Global, New Delhi, booked after you apply | Passport, original documents, fingerprints and photo, within 3 months of applying; fast track: 5 working days (Migri) |
| 5. Decision and card | Migri | Card delivered to where you applied | A decision, then a residence permit card (Embassy; Migri) |
- No VFS slot in time? Book the earliest appointment and report its date through "Send additional information" in Enter Finland within the 3 months (Migri FAQ). The Embassy no longer answers visa or permit questions by phone or email (Embassy).
- Fast track. Specialists, EU Blue Card holders, intra-corporate transferees, top and middle managers and start-up entrepreneurs applying for a first permit from outside Finland can get a decision in two weeks. They must prove their identity within 5 working days, and the employer must add the terms within 2 working days (Migri, fast track).
- D visa. A D visa lets you travel before the card is ready. Besides the fast-track groups, employed-person applicants can get one if their employer has employer certification (Migri, D visa).
- Income rule. For a residence permit for an employed person, the gross salary must be at least €1,600 a month in 2026, and €3,937 for specialists; fringe benefits don't count (Migri; Migri, specialists). An offer below that is a reason to ask about it.
- Seasonal work. Indians need a seasonal work visa for under 3 months, and a residence permit for seasonal work for 3–9 months (Migri, seasonal work).
- If the job ends. Your permit depends on having a job; since 11 June 2025, Migri gives 3 or 6 months to find new work, depending on the permit (Migri).
Study permits follow a different route and aren't covered here.
Which Finnish documents can be genuine, and which should you ask about?
Finnish documents that can be genuine are a contract with a Finnish employer, your own Enter Finland application, Migri emails ending in @migri.fi, a residence permit card and a VFS appointment you booked yourself. A "work permit certificate", "migration letter" or "embassy appointment schedule" sent by an agent doesn't match how Finland issues permits, so ask about it.
| What you've been shown | Status | Where it really comes from | What to check |
|---|---|---|---|
| Job offer or contract from a Finnish company | Can be genuine | The employer | Find the company on ytj.fi and contact it yourself |
| Your own Enter Finland application | Genuine route | enterfinland.fi | You can log in to it yourself |
| Migri decision or email | Can be genuine | Migri | The address ends in @migri.fi (Migri) |
| Residence permit card | Genuine document | Delivered to where you applied | A card photo on WhatsApp before you've proved your identity at VFS: ask about it |
| VFS appointment confirmation | Genuine | The VFS website, after you apply | You booked it yourself |
| "Finland Work Permit Certificate", "migration letter", "immigration clearance letter", "Finnish residence visa" | Ask about it | — | Finland's permit is a residence permit decided by Migri |
| "Embassy appointment schedule" sent by the agent | Ask about it | — | Appointments are booked with VFS |
A genuine Finnish residence permit card shows the permit type (A, B, P or P-EU), the expiry date, your Migri customer number and your right to work. For an employed-person permit, the field of work is in the remarks on the back. The text is in Finnish or Swedish, never English, and the chip holds a facial image and fingerprints. The card is not an ID document (Migri, residence permit card).

How do you check a Finnish job offer from India, step by step?
A Finnish job offer can be checked from India in seven steps: identify the document, look up the employer on ytj.fi, contact the employer yourself, apply yourself in Enter Finland, check every email, check every payment and check your Indian agent on eMigrate. If any step fails, stop paying until you have a clear answer.
1. Identify what you have
Offer letter, contract, "work permit", "migration letter", card photo or appointment letter? A stand-alone "work permit certificate" from an agent doesn't match how Finland issues permits. The Embassy has also warned about "diplomatic immigration clearance letters" sent from look-alike email addresses (Embassy warning, 3 November 2023).
2. Check the employer on ytj.fi
The Finnish Business Information System, YTJ, is free. Search by company name or Business ID; it shows registers, address and contact details, and any bankruptcy, liquidation or tax debt (PRH). The name, Business ID and address should match your contract.
3. Contact the employer yourself
The Embassy advises asking the company for a landline number and comparing the area code with its location. Most genuine companies use their own email domain, not Gmail, Yahoo or Hotmail, and an offer can point to a real website but use a false email ID (Embassy).
4. Apply yourself in Enter Finland
You submit the application in Enter Finland yourself, and the employer adds the terms. An agent who says they'll "file it" for you doesn't match Finland's rules (Embassy). Don't share your login details.
5. Check every email and call
Genuine Migri emails always end in @migri.fi, Migri's calls come from numbers starting 0295, and Migri never asks for online banking codes by phone (Migri).
6. Check the money
Pay Migri's processing fee only in Enter Finland or at the mission, plus any VFS fee (Migri, fees). Don't pay anyone for the job offer (Embassy, 2023).
7. Check your Indian agent on eMigrate
Indian recruiting agents must be registered under section 10 of the Emigration Act 1983 (MEA). Check your agent on India's eMigrate portal.

What does a Finland work permit cost, and who may charge you?
A first Finland residence permit for an employed person costs €750 online or €950 on paper in 2026, according to Migri, and VFS may add its own fee. The Embassy of Finland in India says the only payment for a work-based residence permit is the processing fee, and that Finnish companies don't charge for job offers.
| Permit (2026) | Online | Paper |
|---|---|---|
| First residence permit for an employed person | €750 | €950 |
| Specialist or EU Blue Card | €530 | €630 |
| D visa | €95 | €120 |
Sources: Migri, fees; Migri, D visa. Fees aren't refunded if you cancel or are refused.
- The Embassy's rule. "Please, do not pay anyone for a job offer in Finland." The only payment for a work-based residence permit is the application processing fee (Embassy, 3 November 2023).
- Agencies in Finland. Under section 144 of the Act on the Organisation of Employment Services (380/2023), in force since 1 January 2025, private employment agencies in Finland may not charge job seekers for job placement, vacancy information and advice, or registration as a job seeker (Finlex, 380/2023; 383/2023). Breaking the ban can mean a fine or up to 1 year in prison, under chapter 47, section 6 of the Criminal Code (Finlex, 423/2023).
- Agents in India. That ban covers agencies in Finland. If an Indian agent asks for money, ask what each fee is for and get it in writing.
- A pattern from a reported case. A "registration fee" upfront, with the rest to be "deducted from salary" (Times of India, 23 October 2026).
What are the warning signs in a Finnish job offer?
The clearest warning signs in a Finnish job offer are someone else "filing" your permit, a stand-alone "work permit certificate" or "migration letter", a card photo on WhatsApp before you've been to VFS, and any payment for the job itself. Any one of them is a reason to stop before you pay more.
- ✗ Someone other than you "files" your permit, or you can't log in to an Enter Finland application in your own name.
- ✗ A stand-alone "Finland Work Permit Certificate", "migration letter", "immigration clearance letter" or "Finnish residence visa" sent by the agent.
- ✗ A photo of a residence permit card on WhatsApp before you've proved your identity at VFS.
- ✗ "Migri" or "Embassy" emails that don't come from @migri.fi or an official Finnish government address.
- ✗ The agent sends you an "embassy appointment schedule" or books your Delhi trip. You book VFS yourself.
- ✗ Any payment for the job offer, or a "registration fee now, rest deducted from salary".
- ✗ An employer you can't find on ytj.fi, a Business ID or address that doesn't match, only a mobile number, or a Gmail, Yahoo or Hotmail address.
- ✗ A job you never applied for, or a request for your bank account details "for the permit".
- ✗ A salary under €1,600 gross a month in 2026 for an employed person.
- ✗ Your passport, originals or a signed blank cheque handed to the agent "as security".
Have Indians lost money to Finland job offers?
Indians have lost money to Finland job offers: the Times of India reported two Ahmedabad cases in 2026, and the Embassy of Finland in New Delhi said in August 2026 that it had received a great number of inquiries about job offer letters. The details below are as reported.
- Ahmedabad, October 2026. A visa consultant and 18 clients lost ₹12.1 lakh after being emailed "migration letters", embassy appointment schedules and "residence visa" documents (Times of India).
- Ahmedabad, April 2026. A man lost ₹12 lakh over a hotel receptionist offer and a photo of a "Finnish residence permit card" sent on WhatsApp. Finnish authorities replied by email that the card and documents "can strongly be doubted" (Times of India).
- Embassy of Finland, 10 August 2026. "Many Indians have received job offers from Finland in return for a payment, which have turned out to be fraud" (Embassy).
Indians were the largest group applying for work-based permits in 2025 (Migri statistics). We found no 2026 figures by nationality.
What should you check before you pay?
Before you pay anyone for a Finland job, confirm that the employer is on ytj.fi and answers you directly, that you applied yourself in Enter Finland, that every Migri email ends in @migri.fi, and that you've paid nothing for the job offer. If any line fails, pause and ask about it.
- ✓ I have a signed contract with a company I found on ytj.fi.
- ✓ I reached the employer myself, on a landline or a company email address.
- ✓ I applied myself in Enter Finland and can log in.
- ✓ The employer added the terms in Enter Finland for Employers.
- ✓ Every "Migri" email ends in @migri.fi.
- ✓ I booked my VFS appointment myself.
- ✓ I've paid nothing for the job offer.
- ✓ I've paid fees only to Migri and VFS.
- ✓ My Indian agent is registered on eMigrate.
- ✓ My passport and originals stay with me until VFS.

What should you do if you've already paid?
If you've already paid for a Finland job offer that may be fraud, report it to the Indian police and inform the Embassy of Finland at nde.visa@gov.fi, the address it gives for fraud reports. Then report it on cybercrime.gov.in or call 1930, and complain about an Indian agent to the Protector General of Emigrants.
- Police and Embassy. The Embassy asks fraud victims to report to the Indian police and inform it at nde.visa@gov.fi (Embassy fraud warning). Use this address for fraud reports only: the Embassy no longer answers visa or permit questions by email (Embassy).
- Cyber fraud. Report it on the National Cyber Crime Reporting Portal, cybercrime.gov.in, or call the National Cyber Crime Helpline 1930 (PIB).
- Indian agent. Complain to the Protector General of Emigrants or the Indian Embassy or Consulate (MEA).
- Bank details shared? Contact your bank and the police, and forward any fake "Migri" message to migri@migri.fi (Migri).
What if you can't check it yourself?
An independent check of your Finnish documents helps if the employer doesn't answer, you only have PDFs or screenshots, or your family needs an answer before the next instalment. Do it after the official checks above: it adds to ytj.fi, Enter Finland and the Embassy's advice, and doesn't replace them.
Testiy is an independent document check for overseas job offers, work permits and visas, run by ARK Tech & Logistics in Thrissur, Kerala. Testiy is not affiliated with any embassy, VFS Global or immigration agency. An AI scan helps a human expert in Germany find signs of editing, and the expert, not the AI, gives the verdict, often after contacting the employer named in the document. Most results arrive in 24–72 hours, and serious cases can take up to a week; each verdict comes with a certificate and a public verify link, from ₹1,600 incl. GST.
What the check doesn't do: issue permits or visas, access Enter Finland or Migri systems, contact Migri, the Embassy or VFS for you, or guarantee a permit. See how verification works, pricing and the refund terms.
Frequently asked questions
Can a recruitment agency get me a Finnish work permit?

How can I check if my Finland work permit is genuine?
A Finland work permit is a residence permit for work decided by the Finnish Immigration Service (Migri), and we found no public lookup by passport number. A first Finland residence permit for an employed person costs €750 online or €950 on paper in 2026, or €530 online for specialists, according to the Finnish Immigration Service. VFS may add its own fee, and fees aren't refunded if you're refused. Finnish companies don't charge for job offers.
How do I know if a Finnish company is genuine?
