Luxembourg work permit check: how to tell if your Luxembourg job offer and visa are real

Since 1 October 2026 you apply for a Luxembourg D visa yourself via VFS. How to check the job offer, ADEM certificate and visa before paying any agent.

We found no public website to check a Luxembourg work permit by passport number. Indian salaried workers don't receive a stand-alone work permit. The employer gets an ADEM certificate, you apply for a long-stay D visa yourself through VFS, and you get a residence permit after arrival. Since 1 October 2026, new applicants apply directly for that D visa.

In August 2025, Gujarat ATS arrested four people for selling bogus Luxembourg visas to more than 40 people at ₹8–12 lakh each, the Indian Express reported. The Luxembourg Embassy in New Delhi confirmed the visas were not genuine.

This guide explains the new procedure, what you can check yourself, what the real fees are, and the warning signs the Embassy itself lists.

Luxembourg changed its procedure on 1 October 2026. This guide reflects the official pages as published on 8 October 2026.

Can you check a Luxembourg work permit online?

No, we found no public way to check a Luxembourg work permit online by passport number, and Indian salaried workers don't get a separate permit document. The real chain is an ADEM certificate held by the employer, a D visa you apply for, and a residence permit in Luxembourg. The Embassy invites you to ask before paying.

  • No stand-alone permit: the employer obtains an ADEM certificate (ADEM), you apply for a D visa, and in Luxembourg you apply for a residence permit as a salaried worker (guichet.public.lu).
  • Ask the Embassy: if in doubt, the Embassy of Luxembourg in New Delhi asks people to contact it before paying or sharing personal data: Newdelhi.Consulat@mae.etat.lu (Embassy of Luxembourg, New Delhi).

What changed in Luxembourg's visa process on 1 October 2026?

From 1 October 2026, new applicants for Luxembourg work visas no longer apply first for a temporary authorisation to stay from the Directorate General for Immigration. They apply directly for a long-stay D visa through VFS for the Luxembourg Embassy. Authorisations already issued stay valid, and applications filed by 30 September 2026 follow the old procedure.

Transition rules: temporary authorisations to stay already issued remain valid. Applications filed on or before 30 September 2026 continue under the old procedure (Embassy of Luxembourg, New Delhi).

What this means for the documents in your hand:

  • An agent "applying for your temporary authorisation" in October 2026 or later, for a new job: that is not how a new application works any more.
  • A temporary authorisation to stay issued before 1 October 2026: it can still be valid. Check it with the employer and, if in doubt, with the Embassy.
  • An approval dated after 1 October 2026 under the old procedure: it can be genuine if the employer filed the application on or before 30 September 2026. Ask the employer when it filed.
  • A D visa: you should have applied for it yourself at VFS. A visa that simply "arrives" through an agent needs checking with the Embassy.

How does a real Luxembourg job lead to a visa?

A real Luxembourg job leads to a visa in four steps. The employer declares the vacancy and gets an ADEM certificate, you and the employer sign a contract paying at least the social minimum wage, you apply for a D visa through VFS, and after arrival you declare yourself at the commune and apply for a residence permit.

StepWhoWhat happensSource
1. Vacancy and ADEM certificateEmployerDeclares the vacancy to ADEM, which checks for local jobseekers. For shortage occupations, the certificate comes within five days of the request; otherwise ADEM has seven business days to check for jobseekers. The certificate is valid for three months and can't be extendedADEM
2. ContractEmployer and youA signed, dated contract with a gross salary of at least the social minimum wageguichet.public.lu
3. D visaYouApply through the VFS Luxembourg Visa Application Centre with the contract, the ADEM certificate, a criminal-record extract under three months old, your CV, diplomas and travel insurance. Fee €50 (₹5,500). A response comes within four months at mostguichet.public.lu; Embassy
4. ArrivalYouDeclare your arrival at the commune within three days, have the medical check, and apply for a residence permit as a salaried worker. The first permit lasts up to two years, and you can't change employer in the first six months except in cases of serious violationsgouvernement.lu; guichet.public.lu

The official guichet.public.lu page for salaried workers is currently in French only. Use your browser's translate function if you need to read it.

Which Luxembourg visa myths has the Embassy debunked?

The Embassy of Luxembourg in New Delhi publishes its own list of false claims seen on social media. It says there is no job-seeker visa, no five-day work permit, no visa lottery and no advance guarantee of a visa. It also says Luxembourg employers never ask for money for recruitment.

According to the Embassy's warning page:

  1. Luxembourg has no "job seeker" visa category.
  2. A work permit cannot be obtained within five days.
  3. There are no advance guarantees that a visa will be granted.
  4. There is no visa lottery for Luxembourg.
  5. No job in Luxembourg can be guaranteed in exchange for payment, and Luxembourg employers never ask for money for recruitment.
  6. Only authorised Embassy staff arrange appointments, and the only extra fee is the VFS service fee.

If a reel, a WhatsApp forward or an agent promises any of these, the promise is false by the Embassy's own account.

How do you check your Luxembourg job offer?

Checking a Luxembourg job offer takes six steps before you pay: find the employer in Luxembourg Business Registers, read the contract, ask the employer directly about its ADEM certificate, check your Indian agent, apply for the D visa yourself through VFS, and confirm any visa you were handed with the Embassy. Official checks come first.

1. Check the employer in Luxembourg Business Registers

Look the company up in Luxembourg Business Registers (lbr.lu) and compare the registered details with the name and address on your contract.

2. Check the contract

It must be dated and signed by both sides, with a gross salary of at least Luxembourg's social minimum wage (guichet.public.lu). The job should match what the company actually does. Check the current minimum wage on guichet.public.lu rather than trusting a figure in the agent's message.

3. Ask the employer about its ADEM certificate

Contact the employer using details you found yourself, such as its own website or registered address. Ask whether it holds an ADEM certificate for your job and when it was issued. The certificate is valid for three months and can't be extended (ADEM). A genuine employer that has gone through ADEM knows your name, the job and the start date. If it has never heard of you, stop.

4. Check your Indian agent

Indian recruiting agents must be registered. Look up the agent on the MEA's list of registered recruiting agents on eMigrate. Remember the Embassy's statement that Luxembourg employers never ask for money for recruitment.

5. Apply through VFS yourself

You apply for the D visa yourself through VFS and pay only €50 plus the VFS service fee (Embassy of Luxembourg, New Delhi). Only authorised Embassy staff arrange appointments.

6. Verify any visa you were handed

If an agent hands you a visa you never applied for at VFS, contact the Embassy at Newdelhi.Consulat@mae.etat.lu before you travel. In the Gujarat ATS case, it was the Embassy that confirmed the visas were fake. If you have already paid, file a police complaint, complain to the office of the Protector General of Emigrants with the agent's details, as the MEA advises, and report online payment fraud at cybercrime.gov.in or call the national cyber crime helpline 1930 (PIB).

If the papers still look doubtful, have them examined independently. Check my Luxembourg documents →

What should you pay for a Luxembourg work visa, and what shouldn't you?

The Embassy of Luxembourg in New Delhi lists €50 (₹5,500) for a long-stay D visa, plus the VFS service fee. It calls these fixed amounts the only fees. Luxembourg employers never ask for money for recruitment, so any "permit fee", "ADEM fee" or "embassy fee" paid to an agent is a red flag.

  • D visa: €50 (₹5,500) for all applicants, plus the VFS service fee (Embassy of Luxembourg, New Delhi).
  • Recruitment: nothing. The Embassy says Luxembourg employers never ask for money for recruitment (Embassy warning page).
  • Costs after arrival: check them on guichet.public.lu, not in the agent's price list.
  • Red flags: "ADEM fee", "approval fee", "embassy fee" or "slot fee" paid to an agent in cash or UPI.

What are the warning signs of a fake Luxembourg job offer?

The clearest warning signs of a fake Luxembourg job offer are promises the Embassy has already called false: a five-day work permit, a job-seeker visa or a visa lottery. Others are a stand-alone "work permit certificate", an agent still "applying for your temporary authorisation" after October 2026, and any money requested by the employer.

  • ✗ "Luxembourg work permit in 5 days", "job seeker visa" or "visa lottery".
  • ✗ A stand-alone "Luxembourg Work Permit" certificate for a salaried job.
  • ✗ In October 2026 or later, an agent says they're applying for your "temporary authorisation to stay" for a new job.
  • ✗ Payment requested by the "employer", or for an "ADEM fee".
  • ✗ An ADEM certificate more than three months old, or one the employer can't confirm.
  • ✗ A contract that is unsigned, undated, or below the social minimum wage.
  • ✗ An employer you can't find in Luxembourg Business Registers.
  • ✗ A visa handed to you by the agent without you applying at VFS.
  • ✗ Someone other than the Embassy offering to "arrange" a VFS appointment.

Which Luxembourg job scams have hit Indian applicants?

Two recent Luxembourg job scam cases from India show the pattern. In Gujarat, people paid lakhs for Luxembourg visas that the Embassy later confirmed were bogus. In Haryana, an agent was arrested after taking money for Luxembourg jobs advertised on social media. Both are reported news, not court findings.

  • Gujarat ATS (August 2025): four people were arrested for selling bogus Luxembourg visas to more than 40 people at ₹8–12 lakh each. The Embassy confirmed the visas were not genuine. Five of the victims had earlier been refused because their job-offer documents were bogus (Indian Express; Business Standard).
  • Kaithal (June 2026): an agent was arrested over ₹6.02 lakh taken from job seekers for Luxembourg jobs and visas, after contacting them through social media (Times of India).

What should you check before you pay for a Luxembourg job?

Before paying for a Luxembourg job, confirm nine things: the employer is registered, the contract is signed and pays at least the minimum wage, the employer confirms a recent ADEM certificate, you apply for the visa yourself, you pay only official fees, no myths are involved, the employer takes no money, your agent is registered, and you keep your passport.

  • ✓ The employer appears in Luxembourg Business Registers.
  • ✓ The contract is signed, dated, and at or above the social minimum wage.
  • ✓ The employer confirms it holds an ADEM certificate issued within the last three months.
  • ✓ I am applying for the D visa myself through VFS.
  • ✓ I'm paying only the €50 visa fee and the VFS fee.
  • ✓ Nobody has promised a "5-day permit", a "job seeker visa" or a lottery.
  • ✓ I have paid nothing to the employer.
  • ✓ My Indian agent is registered on eMigrate.
  • ✓ My passport stays with me.

What if you can't check the documents yourself?

An independent check of your Luxembourg documents is the next step if the employer won't answer, you only have scans, or your family needs a written answer before paying. Do it after you have contacted the Embassy and checked the registers. It adds to those official steps and doesn't replace them.

Testiy is an independent document check for overseas job offers, work permits and visas, run by ARK Tech & Logistics in Thrissur, Kerala. Testiy is not affiliated with any embassy, VFS Global or immigration agency. An AI scan helps a human expert in Germany find signs of editing, and the expert, not the AI, gives the verdict, often after contacting the employer named in the document. The verdict comes within 24 hours, with a certificate and a public verify link, from ₹1,600 incl. GST.

The service does not contact ADEM, the Directorate General for Immigration or the Embassy for you, and it does not guarantee a visa. See how verification works, pricing and refund terms.

Frequently asked questions

Can I check my Luxembourg work permit online?

No, we found no public website where you can check a Luxembourg work permit by passport number. Indian salaried workers don't get a stand-alone permit: the employer gets an ADEM certificate, you get a D visa, then a residence permit. If unsure, contact the Embassy of Luxembourg in New Delhi before paying.

What changed in Luxembourg's visa process in October 2026?

From 1 October 2026, new applicants for Luxembourg work visas no longer apply first for a temporary authorisation to stay. They apply directly for a long-stay D visa through VFS for the Luxembourg Embassy. Authorisations already issued stay valid, and applications filed by 30 September 2026 follow the old procedure.

What is an ADEM certificate?

An ADEM certificate is issued by Luxembourg's employment agency, ADEM, and allows an employer to hire a non-EU worker after declaring the vacancy and finding no suitable local jobseeker. It is issued to the employer, is valid for three months and can't be extended.

How much does a Luxembourg work visa cost from India?

The Embassy of Luxembourg in New Delhi lists €50 (₹5,500) for a long-stay D visa, plus the VFS service fee. The Embassy says these fixed amounts are the only fees and that only authorised Embassy staff arrange appointments, so paid "slots" are not part of the process.

Is there a Luxembourg job seeker visa or 5-day work permit?

No, Luxembourg has no job-seeker visa or five-day work permit: the Embassy of Luxembourg in New Delhi says there is no job-seeker visa category, a work permit can't be obtained in five days, there's no visa lottery and nobody can guarantee a visa in advance. Offers that promise these are false.

Can a Luxembourg employer or agent charge me for a job?

The Embassy of Luxembourg states that Luxembourg employers never ask for money for recruitment and that no job can be guaranteed in exchange for payment. Paying an agent lakhs for a "Luxembourg work permit" is the pattern seen in Indian fraud cases.

How do I check if a Luxembourg company is real?

A Luxembourg company can be checked in Luxembourg Business Registers (lbr.lu): look it up, compare the registered details with your contract, and contact it using details you found yourself. Then check that your contract salary is at least Luxembourg's social minimum wage, as listed on guichet.public.lu.
