Short answer: We found no official Romania "work permit check" app and no public website where you type a CNP, passport number or permit number. Romania's official systems are account-based. In 2026 the real proof is a paper trail: an authorised agency, a registered employer, a firm job offer, and a work visa you apply for yourself.

In April 2026, Hyderabad police arrested two people from a firm accused of making fake job offers for Greece and Romania, taking ₹4–5 lakh from each applicant (The Hindu; New Indian Express).

Is there a Romania work permit check app or CNP lookup?
No official Romania work permit check app exists that we could find. Romania's official systems are WorkinRomania.gov.ro, where employers and agencies file applications, the immigration authority's (IGI) portal for account holders, and the eVisa portal, where you track your own visa application. None of them is a public lookup by CNP, passport number or permit number.
- WorkinRomania.gov.ro is the government platform for employers and placement agencies. They create accounts, upload firm job offers and file applications for foreign workers (WorkinRomania).
- The eVisa portal (eviza.mae.ro) is where you book your Embassy appointment and follow your own application (Embassy of Romania in New Delhi).
- Treat "check apps" with suspicion. Use only .gov.ro websites, and never a link sent by the agent.
What you can check: the agency in the official register, the employer, the contents of your offer and contract, and whether your visa route fits the 2026 system.

What replaced the aviz de muncă in 2026?
Emergency Ordinance 32/2026, in force since 27 April 2026, introduced a "single application" filed online on WorkinRomania.gov.ro by the employer or an authorised placement agency. It leads to a D/AM1 or D/AM2 long-stay work visa, and the visa itself certifies your right to work. You then get a single permit after arrival in Romania.
Under the old system, the employer applied to the General Inspectorate for Immigration (IGI) for an aviz de angajare (work authorisation), which could be sent electronically with IGI's e-signature (IGI). The new ordinance changed who files, where, and what agencies may do (OUG 32/2026).

- D/AM1 is for highly qualified workers and some special groups. The employer files directly.
- D/AM2 is for permanent, seasonal and cross-border workers in shortage occupations. An authorised placement agency or authorised employer files, and there is an annual quota (WorkinRomania worker information).
An aviz dated 2026 is not automatically fake. Aviz and eViza applications filed before 27 April 2026 are completed under the old law, and the visa must be applied for within 180 days (OUG 32/2026, Art. 49). So an aviz issued after 27 April 2026 can still be genuine if the application was filed before then. Ask the employer when it was filed.
The government's own ordinance gives the reason for the change: it says more than half of the foreigners given long-stay work visas did not regularise their stay in Romania, and it points to illegal commissions and sham offers (OUG 32/2026).
Are Romanian D/AM2 work visas being processed right now?
As of 8 October 2026, new D/AM2 applications can't be filed. Romania's Labour Ministry says a court suspended the shortage-occupations list, and the WorkinRomania platform has disabled employer registration, employer authorisation and D/AM2 application flows. The Ministry has said it will appeal, so the status may change. Check the platform's homepage before paying anyone.
- What happened. The Bucharest Court of Appeal suspended Order 1073/2026, which approved the shortage-occupations list. On 15 September 2026, the Labour Ministry said employers could not complete registration or authorisation or file D/AM2 visa applications, and that it would appeal (Labour Ministry press release).
- Still in place on 8 October 2026. The banner on the WorkinRomania homepage still says these flows are disabled.
- Applications already filed. The Ministry says these are being "identified" (Labour Ministry press release). As of 8 October 2026, what happens to them is open, and we found no legal transition rule for them.
- What it means for you. Most jobs agents sell, such as driver, cook, construction, farm or factory work, fall under D/AM2. If an agent says a new D/AM2 application was approved during the freeze, ask for proof and have it checked.

How do Indians actually get permission to work in Romania?
Permission to work in Romania comes in three stages. First, the employer or an authorised agency files a single application on WorkinRomania.gov.ro, based on a firm job offer. Second, you apply in person for a D/AM1 or D/AM2 visa at the Embassy of Romania in New Delhi. Third, after arrival, you get a single permit covering residence and work.

Can you check a Romanian work permit by CNP?
A Romanian work authorisation can't be checked by CNP through any public tool we found. Since OUG 32/2026, everyone granted a D/AM1, D/AM2 or posting visa gets a CNP (Romania's personal numeric code), printed on the visa sticker, so a CNP on your visa is normal. A CNP on a job offer before the visa needs explaining: ask about it.
The rule is in OUG 32/2026, Art. 45 points 69–70. If a CNP appears on your job offer or contract before any visa was issued, ask the employer where it came from; that alone doesn't make the document fake.
Instead of a CNP lookup, use the checks that do work from India: the agency in the official register, the employer in the trade register, the contents of the offer and contract, and your own visa application on the eVisa portal.
How do you check a Romanian job offer from India, step by step?
Work through six checks: identify each document, check the agency in the official register, check the employer, read the offer and contract, check what you are being asked to pay, and apply for the visa yourself. Each step uses an official Romanian or Indian source. If one check fails, stop paying.
1. Identify what you have
Offer, contract, placement contract, "aviz", visa scan or "permit card"? A residence permit card is issued in Romania after arrival, not in India.
2. Check the agency
Authorised placement agencies are listed in a public register on WorkinRomania.gov.ro. Compare the exact name, tax ID (CUI), authorisation number and status. Your Indian recruiting agent should be registered on the Ministry of External Affairs' eMigrate portal.
3. Check the employer
Ask for the employer's CUI and look it up through Romania's trade register (ONRC). The name and address must match your contract. Contact the employer through details you found yourself.
4. Check the offer and contract
The firm offer should state the job, qualification level, duration, working time, gross and net pay, how and when you are paid, leave, working conditions, and who pays for accommodation and transport. The contract must be in Romanian and in a language you understand. Rent for employer housing may be at most 25% of your net pay (WorkinRomania worker information).
5. Check the money
No commission, fee, guarantee or deposit to the agency. You normally pay the visa fee, travel and accommodation unless the offer says the employer covers them.
6. Apply for the visa yourself
Book your appointment on the eVisa portal and apply in person at the Embassy in New Delhi. The Embassy doesn't work with agents, and an intermediary gives you no preferential treatment (Embassy).

What can an agency or employer legally charge you?
Nothing for placement: a Romanian agency or employer may not charge you for a job. Under Emergency Ordinance 32/2026, authorised placement agencies may charge only the employer, and may not ask foreign workers for commissions, fees, guarantees or deposits. The Embassy of Romania in New Delhi says the visa fee is the only fee: ₹34,000 for a long-stay (D) visa.
- Agencies. May charge only the employer, and may not charge placed foreign workers commissions, fees, guarantees or deposits (OUG 32/2026, Art. 23(4) and 23(6)).
- Authorised employers. The same ban applies (Art. 11(3)).
- Foreign partner agencies. May not charge workers, except within the limits of the law of the worker's own country (Art. 12(8)(d)).
- The WorkinRomania worker FAQ answers "Do I have to pay the agency?" with a plain no (WorkinRomania).
- Visa fee. ₹34,000 for D visas applied for from 27 April 2026; fees can change with exchange rates (Embassy).
What are the warning signs of a fake Romanian job offer?
The clearest warning signs are a "check app" or link that isn't on a .gov.ro site, a "CNP" lookup offered by the agent, any placement fee or deposit, an agency missing from the official register, and a new D/AM2 "approval" dated during the freeze. Any one of them is a reason to stop and check.
- A "Romania work permit check app" or "verification link" not on a .gov.ro domain.
- An agent saying "check it by CNP" (we found no public CNP lookup), or a CNP on a job offer or contract before your visa was issued, with no explanation: ask about it. A CNP on the D/AM visa sticker itself is normal.
- Any placement fee, commission, guarantee or deposit asked by the agency. These are banned under OUG 32/2026.
- An agency not in the official register, or a name or CUI that doesn't match it.
- A new D/AM2 "approval" dated during the freeze (from mid-September 2026) with no clear explanation.
- No firm offer stating gross and net pay, hours, housing and transport, or a contract you can't read.
- Housing deducted at more than 25% of net pay.
- The agent "books" your Embassy appointment or charges for "embassy processing".
- Entry promised without a work visa, on a tourist visa, or through a third country.
- Your passport kept by the agent or employer. WorkinRomania lists this as a red flag.
- A job title in the contract that differs from the one you were promised.
Have Indians been cheated with fake Romanian work permits?
Yes, Indians have been cheated with fake Romanian work permits. In April 2026, Hyderabad police arrested two people over fake Greece and Romania job offers costing ₹4–5 lakh each. In Jalandhar, a man paid ₹2.8 lakh for a "Romania work permit" and was sent to Armenia on a tourist visa. In Ludhiana, a man lost ₹5 lakh in 2023.

What should you check before you pay?
Before you pay anyone more, confirm that the agency is in the official register, the employer is real and matches your contract, the offer states pay, housing and transport, nobody is charging you a placement fee, and you will apply for the visa yourself. Check the D/AM2 status too. If any line fails, pause.
