Who this is for
You are in Kerala or elsewhere in India. An agent has a Dubai hotel, supermarket, delivery, salon or construction job. The plan is often: pay now, fly on a visit visa, and the work permit will be arranged after you land. Sometimes the offer is only a WhatsApp image. Sometimes a relative in the Gulf is told to "receive" you. This page is for that decision, before the ticket is bought.
Official UAE sites explain the work-permit rules. They should. They do not sit with your family and ask the named employer whether the offer exists. That is the check this page is about. We will not describe what a genuine UAE permit or visa looks like.
How UAE hiring is supposed to work
The employer applies for the work permission. The Ministry of Human Resources and Emiratisation is the federal authority for private-sector work permits (MOHRE). The UAE government's portal explains that a work residence visa follows an employment relationship, not a tourist trip (u.ae). You do not buy a work permit from a shop in Kozhikode and then look for a company.
A visit visa, including a tourist or family visit visa, is permission to visit. It is not permission to work. People who work while on a visit visa are working unlawfully, whatever the agent calls the arrangement. "Join and we will change the visa" is the sentence that leaves workers stuck: the employer who was going to "change it" may not exist, and the visitor has no right to the job they were sold.
The UAE is an emigration-check-required country for Indian passport holders who need ECR clearance. The legal channel is a recruiting agent registered with the Protector General of Emigrants, checked on eMigrate, and the MEA states a ceiling on what that agent may charge: the equivalent of 45 days' wages, up to ₹20,000, on the recruiting-agents page. Confirm the figure there before you argue with a brochure. A demand of several lakh for a visit-visa job is not that ceiling.
Gulf newspapers have spent years listing the same public warnings: pay before any employer contact, a visit visa dressed up as a job, a salary that collapses after arrival, an agent who keeps the passport. Those are behavioural signs. They are not a description of a genuine document, and they do not require you to become an expert in security features.
The Kerala pattern
A large share of the families who ask about Dubai are in Kerala. The agent is often someone known to a neighbour. The offer often arrives on WhatsApp in the language the family speaks at home. The trust is social, which is why the PDF is believed. Social trust is not a work permit. Ask for the company name in English, find the company without using the agent's link, and ask the company whether they offered you the job. If you would rather a reviewer did that, that is the Testiy outcome: confirmation with the employer, then a certified report.

Red flags
- Fly on a visit visa, permit after you land.
- The employer will not speak to you or your family before you pay.
- The offer is a WhatsApp forward from a Gmail address.
- There was no interview, or the interview was the agent pretending to be the employer.
- The salary is huge for the work, and the contract you are shown does not match the chat.
- A guaranteed visa, or a job that "covers" other Gulf countries on one paper.
- Pay today, in cash or to a personal account.
- The agent has no eMigrate registration to show.
- You are sent the agent's own site to "verify" the offer.
- Your passport is taken before any employer has confirmed anything.
- A relative abroad is told to sponsor a visit visa for a job. Sponsorship for a visit is not a job offer.
- You are told Testiy, or any checker, is unnecessary because "MOHRE is already done", while refusing the company name.
Why a photo or a software scan is not enough
MOHRE is a government system. A scanner in a browser is not MOHRE, and a photo of an offer is not an application the employer filed. Anyone can copy a logo. The employer either made the offer or did not. That is the confirmation a human expert asks for. We do not explain the tools used to reach them.

Keep the chats, the receipts and the passport location. Report it at cybercrime.gov.in or call 1930. Complain about a recruiting agent to the Protector of Emigrants (MEA complaints). Tell the police. If a relative has already flown, they should not start work on a visit visa while the family sorts the paper.
FAQ
Is my Dubai job offer real or fake?
Only the employer can confirm it. A visit-visa plan is not a job. Send the file to an expert if the employer will not answer you.
Can I verify a UAE offer letter online?
Read u.ae and MOHRE yourself. Do not type your passport into a link the agent sent. There is no honest public page that turns a passport number into "this offer is real".
My agent says the offer is on a visit visa first. Is that normal?
It is a common pitch and a bad one. A visit visa is not permission to work. Read visit visa job offers.
The agent says the embassy or Amer centre verified it. Is that enough?
Visa centres take applications. They do not employ you. The employer still has to confirm the job.
Is it normal to pay a large advance?
Registered recruiting agents are under the MEA ceiling published on mea.gov.in/ras. Several lakh for a visit-visa departure is a reason to stop. See agent asking for money.
