Who this is for
The agent has split the plan into two easy steps. First you fly on a visit visa, a tourist visa or a family visa. Then, after you land, the work permit will be "changed" or "applied". The job is in Dubai, another Gulf state, or somewhere in Europe. The payment is due before the flight. This page is why that order is the trap, and what to do instead.
The UAE version
A visit visa lets you visit. It does not let you work. The UAE government's own pages describe a work residence visa as something that follows employment, with the employer in the picture (u.ae). The work permit for private-sector hiring is the ministry's process, MOHRE, started by the employer (mohre.gov.ae). An agent in Kerala cannot turn a visit visa into that process by saying the words after you land.
People who start work on a visit visa are working without permission. If the promised employer does not exist, they are also stranded: the visa is short, the job is missing, and the agent at home has the money. "We will change the status" is not a plan you can check. Either the employer has already started the proper permission, and will confirm that, or they have not.
The UAE is an ECR country. ECR-passport holders are supposed to go through the eMigrate channel and a registered recruiting agent (emigrate.gov.in). A visit-visa departure sold as a job skips that channel on purpose. The MEA ceiling on a registered agent's charge is on mea.gov.in/ras. A large cash demand for a visit-visa "job" is not that system.

The Europe version
Schengen and national rules are not a slogan, but the practical point is simple. A short-stay visit is not a work permit. Countries in our guides expect the employer to start the work permission and you to apply for the correct long-stay visa or residence permit. Portugal shut the route that let people regularise after entering without a residence visa. Other versions of the same pitch:
- Poland or Romania on a tourist visa, with the permit "in process".
- Serbia or a third country as a stepping stone, then "Europe".
- A national visa described as a visit, because the agent does not want you to notice you are being under-documented.
- A flight to a country you did not agree to, which has happened in reported Romania cases where the traveller was sent elsewhere on a short visa.
A tourist stamp does not mature into a work permit because you waited. If the job is real, the employer can start the correct process while you are still in India, and can confirm that they are doing it.
Why families still get on the plane
The agent is known to someone. The salary would clear a debt. The visit visa is easier to picture than a ministry. None of that changes the legal category of the visa. A relative who says "come, we will see" is not an employer. Ask for the company name. If there is no company, there is no job to fly for.
Red flags that travel with this pitch
- The work starts the week you land, on the visit visa.
- The permit date is "after you arrive" and nobody will say which authority.
- You pay the agent, not a visa fee you can match to a government schedule.
- The employer will not email you before the flight.
- Your passport is held until you pay.
- You are told not to tell the airline or the border why you are travelling.
- A second payment appears at the airport, or after landing, to "release" the permit.
- The destination on the ticket is not the destination in the offer.
Questions to ask before anyone books a ticket
Ask the agent to name the employer, the country, and the permission that allows work, separately from the visa that allows entry. If they answer with only a visa type, they have not named a job. Ask whether you are allowed to work on that visa on the day you land. If the honest answer is no, the job has not started and the flight is not a job. Ask whether the employer will email you today, from an address you found yourself. If every answer comes back through the agent, you are still inside one shop.
Write the answers down and read them against the Dubai page or the country guide. A visit visa plus a salary plus a start date next week is the whole scam in one sentence. You do not need a second opinion on the fonts. You need the employer, or you need to stay home.

Keep the chats and the ticket. Report the payment at cybercrime.gov.in or call 1930. Tell the Protector of Emigrants and the police. If someone is already abroad on a visit visa, they should not start the job. They should contact the Indian mission in that country and the family at home.
